Mayor Isom was elected to his first four-year term as Mayor in November 2023 and was sworn in on December 4, 2023. He is a graduate of North Carolina State University in Civil Engineering, was Partner of Isom Ham Design Group, PA, and is past President of Spectrum Hospitality Management, LLC.

Andrew “Andy” Soots

Councilmember

Councilmember Soots was elected to his third four-year term in November 2023, having first been elected in November 2013. He is a retired Wilkesboro Fireman with 28 years of service and is self-employed.

Town Clerk

The Town Clerk works with the council and other town boards. Duties include agendas, minutes, calendar coordination, meeting setup, data entry, correspondence, resolutions, proclamations, mailings, filing, certificates of insurance, employee appreciation, and town gatherings. Donna is married to Tommy Rhodes and they have one son.

John S. Willardson

Town Attorney

John S. Willardson is A-V peer review rated by Martindale Hubbell and has repeatedly been honored as one of North Carolina's Super Lawyers. He has served on the NC State Bar Council, the Chief Justice's Commission on Professionalism, and the NC Bar Association Dispute Resolution Council. His local service includes the Wilkes Family YMCA, North Wilkesboro Kiwanis Club, Wilkes ADAP, Hospice, Wilkes Art Gallery, Wilkes Babe Ruth League, and the Wilkes Flying Club. He received the 2010 YMCA Red Triangle Award. He and his wife Ann met at UNC, live in Wilkesboro, are members of St. Paul's Episcopal Church, and have one son.

Kenneth Noland

Town Manager

Kenneth Noland has served as Town Manager since 1999. He holds a BS from Appalachian State University and an MPA from UNC-Chapel Hill.

The Town is recruiting a successor through the Western Piedmont Council of Governments.
